Yes, it is. Remember, menstruation begins after a series of hormonal changes in the female body. These hormones cause the ovaries to release an egg, and they help the endometrium, or lining of the uterus, to grow. Even if a young female hasn’t had her first period yet, her hormones may have started these processes. She might not know she’s ovulated until she sheds the lining of the uterus—in other words, until she gets her period—but the egg was present, and could have been fertilized if sperm were present as well.
